Add climatic loads calculators according to Eurocode 1

It'l be very helpful, especialy when analyses acc. to EN 13480-3 are performed, to add to AutoPIPE calculator of wind loads acc. to EN 1991-1-4 (Eurocode 1) and calculator of snow loads acc. to EN 1991-1-3 (Eurocode 1).

    This is a useful idea. It would be great if AutoPIPE, similar to the method of inserting a zip code in the US, had the same options for selecting a location somewhere in the EU, such that AutoPIPE automatically loads the occasional data for that site regarding wind, snow, and seismic.
