Add ASME Nonmetallic stress allowables to AutoPipe (ASME NM 3.3)

ASME NM.3.3-2020 has Nonmetallic Material Properties (Maximum Allowable Stress Values for thermoplastic (CPVC, PEX, PE, PVC, PVDF), Yield Strength Values, Thermal Expansion Coefficients, Moduli of Elasticity, Poisson's Ratio.

This will allow the stress analyst to perform stress analyses on thermoplastics and compare to a published ASME NM3.3 code for acceptance.
